As part of the collaboration with the Institute for Strategy and Competitiveness, HBS , IESE is the official survey Spanish partner of the World Economic Forum for the Global Competitiveness Report (GCR), an effort directed by Prof. Ballarín, and carried out with the support of The Anselmo Rubiralta Center for Globalization and Strategy.
The report uses two complementary indices to analyze the competitive situation of each country: the Growth Competitiveness Index (GCI) and the Business Competitiveness Index (BCI).
The rankings are the result of data published and of the Survey of Executive Opinion, a detailed survey carried out by the World Economic Forum. Last year’s survey included more than 8.700 business leaders from 104 countries.

This barometer shows an assessment of the business climate in Spain according to foreign companies. To do this, the study identifies strengths that should be maintained and enhanced and the main areas where effort is needed. It aims to be a useful tool for understanding what leads to success in attracting foreign investment and for identifying what the public and private sector should do to maintain and improve foreign investment in Spain.
The study has been carried out together with INTERES Invest in Spain.
INTERES is a state-owned company created in October 2005, under the leadership of the Secretary of State for Commerce and Tourism, in the Ministry of Industry, Tourism and Commerce. Its mission is to promote, attract and maintain foreign investment in Spain.
The barometer will be published annually, with the objective of being a reference for the evolution of the business climate in Spain, from the point of view of foreign investors.
The ICC will publish an annual competitiveness report for Catalonia. The report will assess the general competitiveness of the region and analyze its strengths and weaknesses. The results will be on a comparable basis with those of Spain and the rest of the countries included in the Global Competitiveness Report (GCR) published by the World Economic Forum.
The report will follow the methodology used for the GCR and will include two indexes: the Business Competitiveness Index, BCI, which explores the microeconomic causes of prosperity in a region or country, and the Global competitiveness Index, GCI.
The GCI includes nine sub-indexes that group the key factors for the development of the productivity and competitiveness of a region or country: 1) Institutions; 2) Infrastructures; 3) Macroeconomy; 4) Health and Primary education; 5) Higher Education and Training; 6) Market Efficiency; 7) Technological Readiness; 8) Business Sophistication; and 9) Innovation.
The BCI also identifies the microeconomic causes for prosperity in the abilities of companies to create valuable goods and services in an efficient manner. It includes two sub-indexes:
Sophistication of company operations and strategy
Quality of the business environment
