Lluís Torrens is the Public-Private Sector Research Center manager. He is associated professor in the School of International Trade in Barcelona (Universitat Pompeu Fabra), and he has also been a professor at the Universitat Autònoma de Barcelona and Universitat de Vic. As a specialist in applied economics, he has published several studies on the Spanish and Catalan economy. He has been a research affiliate in the Public-Private Research Center at IESE Business School and he has done several studies on the attraction of direct foreign investment in Catalonia. In 2005 he received the X Prize Catalunya d’Economia de la Societat Catalana d’Economia together with Xavier Vives for work on the strategies of European metropolitan regions to the EU enlargement. He was the technical secretary of the subcommittee of Leadership in the Globalization of the Committee on Prospective of I Strategic Metropolitan Plan of Barcelona. He has participated as an expert in the relocation subcommittee of the Congress of Deputies and has also been a member of the Catalan part of the working group of the Joint Commission on Economic and Financial Negotiations for the last regional funding agreement. He is a member of the Studies Commission on the Fiscal Treatment Indicators of the Government of Catalonia.
He has experience as businessman, business partner and consultant to several companies in distribution, publishing, and new technologies in innovation, telecommunications and education. He was Director of Services of the Secretaria General of the Departament de Salut (Ministry of Health) of the Generalitat of Catalonia 2005-2006, Director of Services of the Secretaria General del Departament d’Interior, Relacions Institucionals i Participació (Ministry of Homeland) of the Generalitat of Catalonia 2006-2011. Representing the Government, he has been a member of various executive bodies, boards, councils and boards of management (Fundació TIC-Salut, Institut de Bioenginyeria de Catalunya, Entitat Autònoma de Jocs i Apostes, Agència Catalana de Certificació, Institut de Seguretat Pública de Catalunya, Centre d’Atenció i Gestió de Trucades Urgents 112, Oficina de Coordinació de la Recerca i Innovació, etc.). In 2011 he was also manager of Council of Molins de Rei.
